A Call for Balanced Digital Regulation: Open Letter to the Council on the Digital Omnibus

On May 22, 2026, a united coalition of European associations and federations addressed an open letter to the Cypriot Council Presidency and all Permanent Representations. The message is clear: simplification and privacy protection are vital, but they require careful reflection.
The Risks of a Rushed Procedure
The Digital Omnibus deals with highly complex legal and technical considerations that demand a holistic, long-term approach. The coalition's letter highlights several critical concerns regarding the current pace of the legislative process:
Pushing the legislation through too quickly limits the ability of Member States to properly evaluate its implications.
A hasty process risks missing the chance to fix existing shortcomings and could unintentionally create new legal uncertainties and operational burdens.
Rushing the file might ultimately cause it to fall short of the simplification objectives established in the 2025 Council Conclusions.
As the letter points out, effective simplification, high privacy protection, and business viability are not opposing objectives. Clear, technology-neutral, risk-based, and harmonized EU rules are actually the very foundation needed for ethical and responsible compliance.
Given the massive economic and operational impacts this legislation will have across various sectors, the coalition is urging the Council and Member States to take a step back and focus on getting it right. Specifically, they ask policymakers to:
Ensure there is sufficient time to thoroughly and carefully assess the implications of every amendment and measure proposed in the Digital Omnibus.
Keep a clear and steady focus on effective simplification while simultaneously safeguarding sustainable business models and high-level privacy protections.
