Founder of SIC and Expresso, former Prime Minister of Portugal, and former Chairman of the European Publishers Council
The European Publishers Council pays tribute to Francisco Pinto Balsemão, who passed away on 21 October 2025, aged 88.
We extend our deepest condolences to his family, colleagues, and all those at Impresa, SIC, and Expresso who continue his legacy.
A statesman, journalist, and media pioneer, he was a founding figure of Portugal’s democracy and a lifelong advocate of freedom of expression. He co-founded the Social Democratic Party (PPD/PSD) with Francisco Sá Carneiro and later served as Prime Minister (1981–1983), playing a crucial role in preparing Portugal’s accession to the European Economic Community.
As founder of Expresso in 1973 and of SIC in 1992, followed by SIC Notícias in 2001, Balsemão transformed Portugal’s media landscape, bringing independent journalism to print and television alike. His leadership of the Impresa Group established a benchmark for quality, innovation, and editorial integrity.
Decorated with the Grand Cross of the Order of Camões on his 88th birthday this year, his life’s work embodied a profound belief in the “right to inform and to be informed.”
Francisco Balsemão served as Chairman of the European Publishers Council for ten years, guiding our organisation through a defining decade for media freedom and digital transformation in Europe. His leadership helped shape EPC’s vision as a united voice for independent, high-quality journalism across the continent.

He embodied the values that define both journalism and democracy: independence, rigour, and respect for truth. His belief in free and independent journalism shaped generations, and his leadership of the EPC left an enduring legacy of integrity and purpose. I am proud to have worked under his guidance; he remains an inspiration to all who care about a free and informed Europe.”
