The European Publishers Council notes Google’s announcement of proposed behavioural remedies in response to the European Commission’s finding that Google abused its dominant position across the Adtech supply chain.

Google’s decision falls well short of what is required to resolve its entrenched conflicts of interest that have harmed and continue to harm publishers, advertisers, and consumers for more than a decade.

Behavioural adjustments have been tested repeatedly over many years and have failed to rebalance this market. Without structural change, Google will continue to own and control the tools and data flows that determine the terms of trade for the entire digital advertising ecosystem.

We urge the Commission to remain resolute and to require remedies that deliver genuine competition, support sustainable independent journalism, and protect Europe’s digital economy from the continuing influence of a single dominant gatekeeper.

The EPC stands ready to support the Commission’s ongoing enforcement work and to provide further evidence as the remedy assessment continues.
